Can a fourth attempt at toe surgery be a success?

My mom has recently undergone three toe surgeries in order to fix her hammertoes and bunions. The first two times, bad implants were put into the toes, which resulted in too much scar tissue and extreme swelling. The third time, the new doctor removed the implants, but now one of the toes is too short. The new doctor is afraid to elongate the toe by putting in more implants for fear of the occurence of more scar tissue. Do you think that something can be done to correct the one extremely short toe?
